Rush through the mission, down to the beach and let a warrior tank the shit out of the white mantle. That's how I did it today.

The number of enemies isnt the problem. It's the Vizier's proximity to them.
Theorycrafting:
Bring a good MM, and at least one person with Mark of Prot or HH. Mark up the Viz, and drop a FireStorm on him as well. Then let the MM get busy....

The mantle are weak, it's possible to solo farm them fairly easily. Stopping them from hitting the Vizier... that's something else.

I don't know if it's current state was intended or not, but it does work and can be completed. The mission can also be ran through. It just takes an adjustment in your tactics to do either.
The thing that always got me about this mission is a superficial flaw; the Vizier is already holding the Sceptre of Orr when you get to the first cut scene, so why do we spend the first half of the mission dragging it after us?
